eliminate their incentives program, others are making improvements. Lenders and investors are now wary of lending
in many states. Investors, producers,
lenders and film commissioners discuss these issues.

Executive Director of Greater Philadelphia Film Office – Sharon oversees a staff of seven to help filmmakers in Eastern
Pennsylvania, which offers a 25% transferable tax credit.
Ivan Schwartz, Executive
Director, Greater Cleveland Film Office -There is no longer an Ohio Film Commission; Ivan helped
create the Ohio program, and knows where it is going. Ohio offers a refundable
credit of 25%, with an additional 10% for local hires.
Antonio Sifre, Toro,
Colon, Mullet, Rivera & Sifre, P.S.C.-Antonio
was one of the designers of the incentives legislation, and is the go-to
attorney in Puerto Rico.* Puerto Rico
now offers a transferable credit of 40% of resident payroll and expenditures,
and 20% of non-resident ATL.
Michele McGee, Tax Credit
Specialist, Illinois Film Office - Illinois offers a transferable tax credit
of 30% of all qualified expenses. This is a rare chance to hear how tax credits
applications are evaluated.
